Create a construction record, not a generic URD label
Photograph the voltage legend and the exposed, safely disconnected end; list conductor metal/size, insulation, neutral wire construction and jacket. The Chelan specification is a reference profile, not evidence that a different 15 kV reel has the same neutral, insulation or footage.
- Ask for exact manufacturer and voltage class on jacket and original reel tag.
- Capture any sequence-number start/end, but do not assume the original length remains.
- Record neutral-wire count/size if documented; use “unknown” otherwise.
Check a reel’s chain of evidence
A utility procurement list shows what can be traced on an original shipment: maker, purchase reference, weight and certified test report. A seller may not possess all of those. Say which documents exist and which are missing; an original report does not establish today’s end seals or insulation integrity.
- Photograph both end seals, flange edges and exposed outer layers.
- Describe storage conditions and visible damage separately from the manufacturer design.
